There have been a few minor launch problems with Call of Duty Black Ops, Below are some general tips and tricks sourced from game forums and clan members that seem to improve game play.
Clan Tags:
Remove your clan tag from your Steam name. Then in config_mp.cfg (Steam\steamapps\common\call of duty black ops\players) alter seta clanName “clantag” to match your clan tag – it will put it in square brackets.

Other “Potential” Performance Tweaks:
Run Steam in Offline mode > Start Black Ops > End the steam.exe process > Set BO process priority to high
/r_multiGpu – should be set to “0″ if you do not have a multi-gpu graphics card.
/r_blur_allowed – people are reporting minor frame boosts with this set to “0″
/r_distortion – people are reporting minor frame boosts with this set to “0″
/r_dof_enable – people are reporting minor frame boosts with depth of field set to “0″
/r_glow_allowed – people are reporting huge frame boosts with this set to “0″

after launching the game press alt-tab , then ctrl-alt-del to bring up task manager
on the processes tab
right click steam.exe *32 and set priority to LOW
right click BlackOpsMP.exe *32 and set priority to HIGH
This has help many people, i have personally seen improvement here.
Other useful commands:
cg_drawFPS1 – Show Framerate
In Many cases no matter how much you change your video cards settings you will not see an improvement, this is mostly due to the fact that there appears to be a problem with the games CPU usage. Really the above fixes may only tide you over until a proper patch is released.
